It's near cookin fires in the main / early towns if i recall. Maybe even near the guy who certifies you.

It's also in Khenarthi's Roost, in the outdoors bar in Mistral, and I believe also in Vulkhel Guard at the cooking fire near the docks. There's a similar basic guide next to all the starter island crafting stations. As far as I've noticed, the basic jewelry guide is only in Alinor.

I have looked near cooking fires in most of the major cities with writs and still cannot find it. Any other tips?

There's one near the cooking fire in Bleakrock IIRC.
