Try looking on crates and barrels near the cookfire in the crafting area. It should be within a few steps... it is a book ZoS wants you to find as it is an introduction to Provisioning.

You can :
- do some mage guild quest to level up it w/o chase lorebook.
- or chase them around the world
You can use this add-on to help you : Lorebook Add-on

If you are referring to the lore book in the Crafting Books section of your Lore Library, copies are located near the cooking fire in the crafting area of major cities - any city with crafting writ daily boards.
