Same reason they never fix the emtpy Battlegrounds where you get 20 Minutes Penalty when leave and this can happen 5 times an evening so you cant Play....

What I do know is that on a Stam DK, Stam sorc, Stam NB, and Stam Warden, using the exact same gear (all purple with gold enchants and gold weapons) I clean house in under 50 BGs. That includes beating those werewolves that apparently rock your world.
They’re not. I packed them up last weekend on my stamplar with no issues.
Had a WW on my team that thought he was god mode and would gap close right into the middle of four enemy players. He melted. Focus them down. Use defile. Apply poisons.

Winner winner. It’s more about a player’s gear than anything in sub 50 BGs.
Sub-50 could come with an exclusive impen "Gladiator's Gear" 12 slot set that gives all max stats and all regens at the battleground place thingies. Make it required to queue and give a quest to the place whatever.
But why? Low levels BGs prepare people for normal BGs by letting them know that BGs are the second lowest and scummiest hives of villainy. The lowest are the random dungeons. At least BGs have to end in 15 minutes.
I have above average items for sub50 BGs. I could not kill a werewolf that spammed light atacks. Every hit was deleting my hp bar. HA, frost armor, blossom and vigor was not enough. These were wolfs really need nerf for sub50.They are just were-ego-boosts that prey on casual players.
Someone said they are not that op because if a werewolf leap in to 1vs4 he dies. Dude, can you read what you wrote?
Just telling you my experience with fighting WW in sub 50. They are not OP imo. I was fighting them all weekend and I killed quite a few in 1v1 even before I had purify. Sounds like a L2P issue.
As far as my comment about a WW trying to 1v4 the point was that player thought he was unstoppable because he was WW, but got burnt down because a team focused him. Which is exactly what should happen in a BG if your team is playing effectively.
From a game / role playing point of view WW's should be overpowering and something to quickly get your attention and action to --GO-unless one is with a group and still, the WW might drop but only after the 1st 3 s/he contacts
If I were lead dev I'd even give them stealth abilities as they are the elite hunters of the hunter class and ought to operate as and with hunter mindsets and tactics-- if they choose to
Issue I found in BGs sub-50 is cc is really overpowered. Characters don’t get things like forward momentum until higher levels which can be an issue.
Fought a premade cheesing this by snaring a lot with a werewolf so this came to mind.

Werewolves are quite potent in >160 battlegrounds as well. There are some that are nearly invulnerable, which is achievable by certain other classes/builds as well, but Werewolves have the added benefit of being quite mobile out of combat and dishing out respectable damage.
Werewolves imho do perhaps a little too well with how simple they are to play. No weapon switching so only 1 bar to worry about, combination of excellent AOE CC, best self-heal in the game, and strong bleeds which are widely considered the strongest damage type in pvp currently. Compare it to vampire and its just laughable the difference in power.
