Download stalled and then Fatal Error 12

After using the firewall guide the game finally showed me the "play" button. But then after clicking it, Fatal error 12 message comes in immediately.
So I try repairing it and right after it finishes verifying it, it goes back to download stalled. This really is a vicious circle.
Can somebody please tell me what to do?
It's been 4 months from my last game.

Since running a repair through the launcher has resolved the Fatal Error, the next step you can take is deleting the ESO launcher folder followed by re-installing the ESO launcher.
