An issue with meeting Tharn in the Davon's Watch guildhall.

The Imperial Summons thingee I got from the crown store was a message from Tharn, telling me to meet him in one of three places. As an Ebonheart Pact character, I was to meet him at the Davon's Watch Mage's Guild. However, there is another quest, The Tharn Speaks, which requires you to meet him there. Because I've not DONE that mission, he's still there, waiting for me to do it (I'm not going to, for character RP reasons). This means I can't do the Imperial Summons thing, because he's only available for the other quest.

Is there a way around this, or do I just have to miss out on the prelude to Elsewyr?

Take the quest, take the other, and then abandon the one you dont want to do maybe?

Last time something like this happened we got double Vanus
It's probably just main quest Tharn and that can't see Tharn bug

I only saw one of him, standing in the corner in a Mage's Guild uniform...
