But as you said - it is too early, we don't have PTS yet. ZOS will change something for sure, because if necro would go live as it was shown... there simply won't be a need to use any other class at all.

You make it sound as if ESO is the first multiplayer game to launch a new class with an expansion, Diablo 2: Lord of destruction you got the Assassin and the Druid, Guild Wars added professions in all their expansions as well as World of Warcraft did.
People have always been asking for a Necromancer Class and there you have it in a new chapter, having a new class does not equate to winning, having new sets does not equate to winning and there are lots of people still running and farming for stuff added way early in the first available trials. There are still people on PvP using all the first available classes and winning. Pay 2 narrative does not apply here and you are free to miss out on the new stuff.

I'm on the fence with a kitty necromancer. UGH. This means I need four character slots.

Necromancer gets tons of crit chance to mobs under 25% from slotting class skills, my magcro will have at least 3-4 on the front bar, so khajiit makes sense.

I wont be practicing necromancy. I will probably target them first though in pvp

That's what Auto-decline is for.
