When Do Daily Quests Reset?

I am mostly thinking of crafting writ quests and things like the current Jester festival quests.
It had been midnight Central Time prior to the time change, but I am not understanding if that impacted it.
Google searching gives me results that don't fit with my experience prior to the time change. Is it always midnight wherever we are located? What about if I have a character on a European server?
I think I am CDT now.
