Is there a way we can request the Cadwell Motifs from the current event to be trade-able or giftable? I already have a greatsword learned and wish to gift the 2nd greatsword I've acquired.

The ones you get from the stupendous boxes (from your first daily completion of each quest) are tradeable and sellable, much like the undaunted helm and shoulder style pages.

Only the ones you purchase with event tickets are bound.

Aye, the ones from the event boxes are tradeable - the only thing you can't do with them is put them in your personal bank - but you can mail them, trade them in the face to face trade window, list on a guild store, or place in a guild bank - exactly the same as runeboxes from other festivals.
