How is this still a thing?

I played awhile on Xbox and recently switched to PS4. While going through Bleakrock, I see this:

I know that botting isn't new to ESO, but I've NEVER seen it in this magnitude. And this is just one instance. There are also several other bots, in various states of dress between nothing and starter clothes, running around and mining the nodes with a familiar in tow, stopping only at node spawn points to either mine or sheath and unsheath a two handed sword, enter and exit their map, then run to the next node. I reported SIXTEEN bots in a single hour. I realize that bots aren't likely to go away for good, but how are dozens and dozens of bots going entirely unchecked like this?

    as for how it can happen 'it's like the battle between Hercules and the Hydra, every head removed...'

    I report and move on I don't waste my time worrying about how many or where I simply report and continue playing MY game.

    Yes, bots exist. Nowhere near as bad as they were back at launch on PC. They'll probably, never be fully stamped out, but report them anyway. It still costs the botters that account.
