I think the issue is that in the real world languages where Jarl comes from there would a different word for Justice, so ZOS have mixed two languages and require a different pronunciation of the J sound in each word.@Turelus - EU PC Megaserver

This is correct.
There's a lot of Scandinavian/German pronunciation rules mixed in with the Nord names and titles. It also tends to be a little idiosyncratic. But, "Jarl," is pronounced, "yarl." Even if this was in question from how it's written, there's plenty of recorded dialog with the word spoken aloud.2 -
