i doubt it, because there is a case to be made for both the possibility of addons causing unfair advantage on the xbox servers and also, there is the part where it does create revenue for Zos from all that move from console to pc and back.
you forget that people love hacking their way in to stuff they're not supposed to. and just because you don't know how to add addons doesn't mean others wouldn't.
frankly i'm sure this very question has already come up in Zos offices before. do remember they play the game too.
the fact it hasn't been implemented will prob have reasons. It might even be because it would require coding that they would not get any revenue from.

I get hacking is an issue, but that can happen no matter the platform. And i never said that because i dont know how to get addons means no one else can, maybe you just misunderstood or my wording was poor, but i meant that on xbox addons are not possible so i wouldn't think they would be in this case of just making the xbox game playable on windows 10. However, im not sure of the process of getting addons is, so idk if it would be possible since now you're technically playing on a computer.
I've no doubt this popped up in their minds at the studio before, but having more of the community behind the idea the better.
Im also no coder, but based on when i spoke with a Microsoft customer support person, they said that becoming a Play Anywhere title is solely based on the developers giving them the green light to do so. So im not sure on how much extra work they would need to do to be quite honest.

Seriously, performance is trash. Major lag, UI glitching, constant disconnects, chat channels breaking, invisible characters, infinite load screens, CC break broken, bars not swapping, can't mount half the time... it's a mess. This is the worse I've ever seen the stability of the game on XB1. And since they are planning to drop Elsweyr before stability and performance fixes, the game isn't even worth playing for the next 6-8 months until the fixes roll in.
IMO, until they pull their heads out of their own backsides and fix the game, sub money is better spent on a 6 month gym membership. At least they'll maintain their equipment so you can actually enjoy what you paid for.

I'd only do that if I could transfer my whole account. There is absolutely zero chance I would ever reset after years of gameplay, XP/CP/AP gains, gear farming (and upgrading), trait research, crown store collectible/crate purchases, skill leveling, mount training, etc. I'd just give everything away to my guildies and find a new hobby before that happens.
