Cannot use chat, browsing through menu while dead

As the new DLC just launched on console, yesterday we realized that we cannot use text chat and browse through our menu while dead. Is this intend and if so why?
On console in order to chat, look at notifications, inventory, etc... you need to press the Option/Start button but it is disabled while dead. Very awkward.... What are your impressions?
