I read an article that said it was available today with all her other things; Morag Tong costume, Personality, etc...

Is this not a thing? Or is it just not available today?

Uhhh that IS her hairstyle. What hairstyle were you expecting?

The one she has in game, when you meet her in Vvardenfell is absolutely NOT the Adorable Assassin hairstyle.

Its more of a messy version of the "Right Parted Cropped" base game hairstyle.

But, basically, what you guys are getting at is that her hairstyle is not available in game.

I have never seen her use the goggles from the costume pack, either (which doesn't mean anything given my memory isn't the best anymore xD ), but the haircut that was sold along with the personality and costume back then was the Adorable Assassin haistyle and not what she is wearing in the vid.
