Maul penetration is calculated from enemy resistance. So after debuffs like Major Fracture, Crusher, Alkosh, but your own penetration (CP, Spriggan, Lover, ...) doesnt reduce enemy resistance so it doesnt affect Maul penetration.

The 20% maul reduction is calculated from your opponent's resistance number prior to that number being lowered by any debuff or your own penetration. (Essentially preserving the maul passive's maximum effectiveness)

No. It is calculated from the leftover resistances after all the debuffs are applied. It is not affected by your own penetration.
