can not improve items in crafting stations

Hello I am playing on the ps4 and I can not improve any items in any of the crafting stations to its next level. For example, from normal, to legendary. Is there a fix to this? thanks

Do you have all the correct materials in order to upgrade the quality of your item?
Make sure the item you are trying to upgrade is not locked. If you are still having issues upgrading the quality, try going to a different crafting station.The Elder Scrolls Online: Tamriel Unlimited - ZeniMax Online Studios
