Possible FPS boost

I usually play in 4k resolution with everything maxed out and optimized.
Today however I wanted to test how much fps would I gain if I lowered my resolution. Lowering it only in ESO never got me anything significant.
That is why I lowered my resolution in Windows settings. Desktop shrank but resolution in ESO stayed the same (I alt tabbed).
Suddenly I got more fps without any loss in quality. My GPU usage decreased.

If you're in windowed (fullscreen) mode then your resolution is going to be 1920x1080 or whatever your monitor is set to by default. Since ESO doesn't have upscaling iirc, your game is just the same resolution as you have it set in windows.

Well, I turned my settings up on my potato and suffered no decrease in any obvious performance.
I even turned grass and sunlight on.

I think this falls into the same bucket as where typing an incorrect password responds by telling you to check your internet connection.

Arent all games forced to run in the same max res as it is set in Windows? You cant run ESO in 4k when your gpu is set to render at something lower.

You don't want your GPU usage to decrease.

I had ESO in 4k with desktop set to 1k. ESO looked exactly the same but I had more fps and MSI Afterburner was reporting almost 20% less GPU usage in tested area.
