High Elf still best for magden dps?

Hi, finally getting around to making a warden and decided to go with a magicka build as I like magicka better than stam on all other classes, I play solo, questing exploring etc so always go with a good damage build (I do not try to incorporate weaving into my builds though), anyway I did some research and high elf kept getting mentioned as best for magden dps is this still the case with the passives changes?

✭That passive is long gone with this update dunmer or breton are better than high elf atm.2000 CP • 18 Maxed Characters • 6 Altmers • 7 Redguards • Necromancer Orc • Warden Dunmer • DK Nord • DK Imperial • Templar Breton1 -
MikaHR✭✭✭✭✭High elf has highest damage....but not necessarily best for solo though it has stamina regen so that helps a lot too.0
