    For what function?

    Breton is probably your answer for both heals and DPS. The reality is that breton sustain is frankly way overtuned this patch and the damage difference on other classes is negligible. So unless you have the perfect rotation in the perfect raid, Breton is going to be BIS on any mag DPS for 99% of the playerbase.

    And let's be honest. If you do have a perfect rotation in a perfect raid, you aint playing magic warden...

    I think it is tougher to call a race BIS in PVP. There are more ways to compensate for your races deficiencies with your build. I think Breton is still on the short list due to sustain. I think Dark elf deserves consideration for the raw stats and damage. Argonian, while maybe not as obvious as it was last patch, is still a very solid choice, especially if you drink potions on cooldown. Their across the board resource management is pretty tough to beat. In PVP, my gut is that the raw stamina from dunmer is better than the stam regen from altmer, but admittedly, I havent done a lot of testing on that. Also, dont overlook their fire resist. Lots of fire damage in cyrodiil.

    For what though? Healer, DPS, Tank? PVP or PVE. For an all around, healer/dps/tank for pve and pvp, I think I would go Breton or Dunmer/Altmer if more PVP oriented.

    But that is mostly just thinking about swapping between game modes and roles. Breton sustain is great but the spell damage and stamina is nice for Dunmer if you pvp or tank. Altmer secondary recovery is really good too.

      I said Dunmer because they are immune to the burning status effect, they get the highest boost to spell and weapon damage, and you get a bonus of 1875 max stamina. For a Magicka DPS in PvP, 1875 Stamina is pretty huge IMO.

      I would choose imperial. 2k health and 2k stamina are both useful for magicka builds in pvp and 4k raw stats to me outweighs 2k magicka.

      On top of that you have 60 to 100 magicka and stamina recovery if you are attacking consistently. And 3% reduced cost to EVERYTHING. Meaning 3% reduced magicka costs, break free costs, dodge costs, sneak cost, block cost, bash cost, all of which you will do in pvp.

      While you do want a certain minimum to start with (say 14K) I'd argue that Stam recovery is better than more Max on a PvP Magic Character. Having a couple of thousand more stam let's you break free/roll dodge maybe one more time, but if the fight lasts till it's drained you're unlikely to last long enough to gain another break free/rolldodge before you're killed if you have no method of Stam recovery.
      Oh and I picked Nord to be Ironic.

      If you want to go glass cannon or just high damage, trying to burst down 100-0 High Elf is your choice.

      However, for a more well-rounded build Breton is definitly better. It allows you to go for more damage sets, and you can DPS instead of burst your enemy.

      Argonian is definitly the most solid choice for a bruiser playstyle or well rounded build since you get Stamina return and more survivability. I'd argue Breton is more well-rounded because sustain is that important.
