more speedhacking and ability hacking npcs after patch?

+ npc revival hacking. has anyone else noticed it after the patch? i for example stole from the tribunal temple in mournhold. i kill named npcs and they can come back in 5-10seconds later when i kill or steal from another npc, or i steal from someone and i hear an npc from behind the wall that i stole. how the *** did you see me? i get attacked by guards and they repeadly immobolize me every 2-4seconds after i broke free
