Snow and Flame quest Eastmarch

Hi I’ve been playing since Beta...not long after launch my friends and I were questing. One of my friends has made it to Skuldafn before me so I ported to them. As a result I did not complete the Snow and Flame quest. I went on to complete the Skyldafn area only to realize later that I still needed to finish it in order to finish the zone and also get a dye from the achieve. When I try to complete the Snow and Flame quest now, it will not allow me to set any of the stockpiles on fire. I therefore cannot complete the quest to get the achieve and dye. Can you please fix this? Thanks
