This is the problem. So did the Devs. Bosmer have a part of their culture, it's the Rite of Theft. Their national epic, like the Iliad was for the Greeks, is an epic poem about the thousand uses of hiding. Bosmer have had thief as a recommended class/playstyle since Arena and stealth as a skill bonus in every game with racial skill bonuses -- more often than not the best such bonus. If not THE thief race, then easily one of the top two.
As for the topic, I suppose Bosmers are SOOOOOOOOOOOOOOO f'n adorable that ZOS coun't stand the thought of any Bosmer hiding their cuteness.Taking stealth away from the Bosmer is like taking magic away from the Altmer, making Nords allergic to mead, or making Orcs pretty.7 -

There's a practical idea in there somewhere:- A health or stamina regen bonus for every kill?
- A different Bonus for each race?
- Time-limited to allow for digestion/indigestion
- A farting ability that stuns your enemies.

This is good change. Even on my high stamina regen build i received ~ the same. For people who used bosmer as PVE dps where stamregen is not so high as in PVP, this changes are big buff.
Bosmer was ok at 4.3.0 (without stealth but 20% speed buff was fun), but then they buffed all other stamraces and nerfed bosmer. So as for now in PVE bosmer is better then it was in Murkmire, but still notably behind BiS (i.e. orc and dunmer). In PVP i guess it's some kind of counter stealth build meant to used together with updated sentry set, where bosmer actually receives dispel ability in his detection radius. So you may run sentry+way of air and make short bursts after roll dodge.0 -

✭Loving new bosmer changes. Got a good overall buff this patch along with uniqueness with the roll dodge passive.Overload rework. Power Overload now does physical damage and grants you the power of a tornado: You throw a brick at the target with a light attack, and you hammer your head into that brick with every heavy attack. We have decreased its Ultimate cost, but increased the chance that you get stuck in the animation.0 -
