how change race altmer to breton?

So I want to change my race from Altmer to Breton using the race change token they give to everyone, but I can't. It will only allow me to change to wood elf and kajiit! What the heck?!

✭✭✭You are in the Aldmeri Dominion. Breton are DC. You need to purchase an Adventurer's Pack to unlock any race/any alliance functionality.
