I'm maybe a little slow but... sorry WHAT?

from the patch notes...
Yo dawg, we heard you didn't like procs so we made sure your procs can't proc more procs. The Champion Point passives Resilient and Critical Leech will now be considered "proc" abilities, meaning it can’t proc other proc abilities such as item sets.

If some dawg can explain this to me.

My take on it was that they were trying to make it less complicated to understand procs. I've never had a good mastery of this. Too many variables to account for. So if they want to make it less complex, that's all good with me! WOOF!

Proc sets now can't proc other proc sets so overwhelming surge can't proc skoria and things like that.

Same goes for certian champion point passives they can no longer proc, proc sets

i think its more that champion point effects were triggering item sets, which then triggered enchantment effects which triggered other item sets.. and around we go.
A tiny bit not intended and overpowered and was being abused by a few very select people.
What are Natch Potes? Can you eat those?

I don't know where they heard people didn't like procs to proc other sets.
It was actually FUN to build around procs proccing procs, but oh well, it's just how all things go I guess: dumbed down to monkey level of comprehension.

Er, what does proc stand for? Is it the whole word or a contraction? I know what it is but until I read so many "procs" in one sentence, the word.... oh dear https://www.merriam-webster.com/dictionary/proctology :D

It's important to me that I can combine sets that synergise, such that the proc from one set has the chance to proc the other set. If this has been removed, then it's a very sad day.

It's an unnecessary change, it will ruin fun in gear building imo. I specifically have an ice warden built around ice-themed sets procing across different sets.

Proc = Special Process. Comes from ancient MMOs I think.

Proc is short for [P]rogrammed [R]andom [OC]curence. It simply means that there is a percent chance for something to happen. If a set said something like: "has a 20% chance on a light or heavy attack to deal "x" damage", this would be a proc set because it has a chance to happen when it's conditions for happening are met. In this case, the conditions being every time you light or heavy attack.

All this means is that an effect that happens from a proc chance will no longer give a chance for another proc chance thing to happen. If you have two sets and a passive, where one set is: "has a 20% chance on a light or heavy attack to deal "x" damage", another set is: "any time you deal damage, you have a 50% chance to deal "x" extra damage to the target", and a passive that reads: "any time you deal damage, you have a 10% chance to deal "x" damage over "y" seconds to the target", then the first set, that has a 20% chance of happening, would add another instance of damage which could trigger the other two proc effects, but with the new change to how they work, it simply means that this no longer happens. The damage that comes from the first set will no longer trigger the other set and passive. It just means that the other two sets will be less likely to go off since they have less instances where they have a chance to happen. It's just a change that limits the frequency and consistency of some proc effects, which is a much needed change.

I just tested this on the PTS with a magDK. Only sets I had on where Overwhelming and Skoria. Only class ability I used was dragon blood (no damage).

Dragon Blood procced Overwhelming, which did eventually proc Skoria on a nearby mudcrab.

I also tested the proc of unfathomable darkness, and had the crows proc Sellistrix.
