You mean the leveling up gear? I think the whole purpose of those is to make the process of a new character easier, just like the leveling up rewards giving you respec scrolls and such so it won't cost you if you made some bad decisions during level up. So my guess is that they will stay character bound since it servers the purpose.

Except that under certain circumstances they can be used effectively by level 50 players in set rotations where there is room to outfit a one piece set, thus giving a numeric advantage.

Since these items only drop at levels well below the gear cap, I'm at a loss as to how effective they'd be anyways. I only really noticed they were character bound when I wanted to put one in the bank for another character to decon (with a higher chance of a purple temper).
