Would you put 2 sets together like 7th Legion and Veiled Heritance or Briarheart and Spriggan's Thorns? (I chose them randomly). I can see why these sets are good - Stamina, Weapon Damage, Weapon Crit, Resistance - but I'm unsure of the best way of knowing which set goes well with another and so ending up with more of a stat than I really need

PvE armor is at 18.2k always I'm pretty sure, but I'm a PvP main. It's possible that I'm wrong on that. Keep in mind that debuffs put on npcs by your group mates will factor into your damage calculations. So in a fully optimized 12 man raid you could hit cap without much penetration in your build.

For PVE: Meta is Relequen body + Advancing Yokeda weapons and jewelry. Hundlings + Briarheart/Spriggans works very well. Vicious Ophidian is the king of stamina sustain. Heard of some people mixing Hundlings/VO with Veiled Heritance weapons & jewelry. Someone said Bone Pirate works in PVE. It can, but you can get better results with something like VO. You main goal is to max damage, crit and sustain. Tons of stamina and regen are great, but your weapon damage will suffer. Just as too much weapon damage and crit will leave you with a smaller stamina pool. Heavy armor doesn't do much for you in PVE. Its the heavy sets weapons and jewelry that work, like Advancing Yokeda. Survivability should not be a problem with medium divines armor in PVE, especially if you get the right food and glyphs on your weapons.
For PVP: Avoid Relequen, Advancing Yokeda, VO, or really any crit sets. They do not perform well in PVP. Bone Pirate + Spriggans is a great combo. Vipers Sting, Torug's Pact, Shacklebreaker, and Impregnable are also great. You can run medium armor with impen traits and be successful. Heavy works but you will have a tankier build.
As for weapons, more people are running DW in PVP, but typically the 2H are preferred for melee. There are better PVP-specific skills with 2H, though there are the "spin to win" builds with DW. Conversely, DW is king in PVE. Better sustain, better damage. 2H is viable, but not preferred.
I suspect with time I will move more into playing PvP, partly because I prefer 2H, so great to know which sets to get for there as well!
Veiled Heritance is certainly good, if you can get the weapons which are expensive (daggers are sold for insane prices). I have almost 100% uptime on dummy. Not bad.

It drops in auridon. I sent my little brother in a public dungeon and asked him to farm while I was doing pvp He got me the dagger in like 30 minutes, while I have been farming for 2 days prior to that. I already had an axe, and the jewelry are easy to get. But the dagger prices are indeed insane, around ~70k gold.
I know, I have been farming it for myself. Infused or Sharpened dagger costs 300k+ (as shown on TTC). Funny thing though it looked like I get magicka stuff on stamina characters and viceversa. A dagger in 30 minutes is *** lucky.

For lightweight PvE and dungeoning, I'm yet to find better single set than Vicious Ophidian. It's not -the- most damage done, it's just cozy. It's like a drug, you do get addicted to it - great sustain, great mobility. So I'll add my voice to the others - if you're not opposed to running normal Craglorn trials, take some time and farm VO, chances are you'll love the set. And mobility and sustain are both integral components of survivability.
Pair with Briarheart for a little heal, or with Leviathan that will fuel your Surge with criticals - will also make you more survivable while boosting your damage.

I also prefer 2H, and I was tired of playing DW for 2 years, so I made a build with 2H.

Just to let you know it works, I have 35-36k dps solo buffed with it on a sorcerer. I did depths of Malatar vet twice yesterday with it, I had around 50% of the group dps.
You could probably get better results with DW on optimal setups, sure. But I personally perform better with that than with my previous DW build (before the patch), partly because I have executioner available. You need to tweak your CP a little too.
Anyway, you don't have to choose between pve and pvp, although some morphs are BiS in pve while the other is BiS in pvp (Dawnbreaker for example).
Edit: The absolute best set combination I could recommend you for soloing with a stamsorc is Vicious Ophidian + Night Mother Gaze with Iceheart monster set and a Maelstrom bow.
Iceheart is a magicka set, BUT, it gives you a nearly 10k shield that lasts 6 seconds every 6 seconds, with fixed AOE damage, It works well with Critical surge and hurricane.

Thanks, as I mainly play solo I'm not sure I will be in a position to get the Meta sets, but I could get Hundings + Briarheart/Spriggans/Veiled Heritance.
I suspect with time I will move more into playing PvP, partly because I prefer 2H, so great to know which sets to get for there as well!
