Given that the % modifiers from passives are gone, a non specialized race is not at such a disadvantage anymore and will only be 2k magicka or stamina behind which will only inconvenience the top 1% going for leaderboard score runs, it should be viable.
The resists will give Nords stronger shields and make them more tanky in light armor, the ultimate regeneration combined with their 15% cost reduction on ultimates will make getting ultimates maybe the fastest in the game. The 1k health will make you more beefy than the average mage and having 2k stamina will give you another roll dodge or break free.
All races will be viable in end game trials since it will matter about rotation more than race.
People have no creativity tho and will only see races as black and white.
With cp resists you can be sitting at 37k resists and stack rest into necro/spinners or necro/bright throat. Use slimecraw set....lots of possibilities.

Don't fret. Just like Altmer will be a better mag race because of the Stam passive the Breton will be OP race for Stam because 3 mag passives. /forumlogic
