strange window, what is it? How do I get rid of it?

This strange new window appeared in my account, but not the others, on the same computer. What is it, and how do I get rid of it. No addons at the time, and resetting to default settings didn't fix it. Currently residing in Netherlands, using NA servers.

It's not the chatbox. That's what I thought too. The chatbox is where it belongs, functioning properly.
I did restart the game, and the computer, and it is still there.0 -

✭It does look a little like Bot Scanner 2000 window. Do you use Plays.tv or Shadowplay to record videos? Sorta looks like a Plays.tv window.1 -

OP, if you can post a picture of the error messages, or disable addons until the window disappears, we could probably tell you what's causing it.
