This is on purpose to save CPU cycles. The position of the sun is not constantly updated (every frame) but instead, every 5 seconds or so, the position of the sun is advanced and to prevent the shadows from instantly jumping to the new location, they try to smooth it out by moving them from the old position to the new position over a roughly 1 second time slice.
Skyrim has a some INI settings that allow you to effectively turn this off and make the sun and its shadows move in real time but it does drop the overall framerate due to the extra computations needed and introduces shadow flickering around sharp shadow edges.

I doubt it. I did a quick check through the ESO client and i couldn't find any reference to a setting that would allow you to modify the timer for the sun shadows.
In Skyrim, you can add these two settings:
fSunShadowUpdateTime=0.0
fSunUpdateThreshold=1.0
under the [Display] section in your Skyrim.ini to make the shadows move each frame.
