Can't use all champion points

I'm at max CP. I haven't played all my characters regularly, but I have gotten them all to CP and at least started placing CP. Obviously, if I haven't played something in awhile I will be below cap on placement. So last night I logged into my sorcerer to actually play (instead of just inventory or research purposes) for the first time in about 7 months and eventually realize I'm going to need to work on her build. When I go to the CP menu it's clear it's been awhile since I played her since I have over 100 points left to place in each constellation. However, when I try to do so, I don't actually have that option. I can only redistribute, as if I'd already used up all my CP (yes, I know that option is always there- not my point). I double checked and I've only placed 459 out of the 810 CP that we have, so I should be able to finish placing my points, and have been able to on other alts since hitting max CP.
Has anyone else had this problem? I'm not paying to respec when I haven't even used almost half my CP in the first place. I tried submitting a ticket last night, but maybe I didn't route it correctly since I didn't get email confirmation.
