The anniversary jubilee is the one running for 5 weeks, not the jester's festival. Though considering how many events we have, it's understandable to get them mixed up!

Sure, anybody can be a thief or assassin. But you'll never be as good as a Khajiit, since you will have to give up some other stats to wear two stealth radius reduction sets. And you'll never be as good a pickpocket, under any circumstances.
They should just rename it the Khajiit Festival, as they removed 50% of the existing stealthy races with the last update.

They should rename every "outlaw's refuge" to "litter box" while they're at it.
Hey, ZOS, since Bosmer are guards now are they going to get any special guarding stuff quests? If you're going to crap all over the lore, why do it just half way. The quest giver at the beginning of the TG and DB lines should just say, "Oh, no, you're a Bosmer, the guards' guild is over there." And then Bosmer can get a racial exclusive guild. Oooooh, how exciting that would be. The active ability could be "stand around for hours doing nothing." What exciting gameplay. The passives could be massively OP, too. 100/200/300% increase in the ability to detect hidden NPC's. Such wow!

Yes its an small sample but none stated that Bosmer was better guards.
yes its more likely to be an forener issue as Rawl is an Khajiit town on the Bosmer / Khajit border the Khajiit will blame bosmer unless they grab the thief tail
