I agree with those saying Bangkorai because of the separation in the map. That said, it's still not as big of a deal as Malabal Tor with all those cliffs. I absolutely loathe getting mat surveys in Malabal Tor.
Coldharbour is another one for me, at least until you can get a friend/guildmate to port you to the upper half of the map if you haven't done the storyline there yet. I remember having a survey up in the northwestern section of the map, trying to get across, and flinging myself off a chasm to get ported to the nearest wayshrine...except the game refused to be fooled and sent me back to Hollow City.
So much this. Valenwood is my least favorite representation of any Tamrielic province in ESO, and I think it's almost entirely because of the terrain. Otherwise, it's actually quite pretty.AD is nav from hell in comparison...
