Casting an ability that only prevents the enemy from moving is an immobilize. Think bombard, encase, talons, gripping shards etc. While it is true stuns "immobilize the enemy", they are not immobilizations of their own right.
The best way to get use out of this is likely trials or dungeon groups with non warden tanks.

Intriguing tank set. Could work with Ebon Armory if it procs on the casting once implemented. Though, it looks more suited for being a zerg set. PVPers are going to lose their minds.
EDIT: I wonder if Spawn of Mephala's web would proc this. Same cooldown and what is arguably a snare ability. Could be a lot of fun

Why? Anyone who isn’t already running major resolve/ward in PVP has something wrong with their build. At most, the set would free up a skill/monster set for some classes, though you’re still better off a) self-buffing or b) running with a warden who has Frost Cloak slotted. I’ll personally go for self-buffing every time, because if your dedicated major resolve/ward buffer goes down, your whole team becomes less tanky until they’re up again.
