The build is at the end of the video but basically 5 Torugs Pact, 5 Spinners (protective jewelry + infused fire destro), Willpower resto, and Valkyn Skoria. 5-1-1 light armor.
(Please ignore the fact that I forgot to put down my rune until halfway through the fight)
ty folks. maybe i've should said i want to fcous abit more on BG than cyrodill tbh (who likes cyrodill these days? lol).
nCP just means you don't have easy 40% crit, less max stat stacking, and sustain/mitigation is missing.
As a magplar this means you have to recoup more than any other class, all while making sure oyu have enough stamina sustain to eat 5-6k break free costs. Next patch will be easier with some races giving you extra sustain for stamina, but right now there is a reason most don't play their magplar in BGs (only stamina).
You will have to play around in the build editor for stats. I listed in my thread various sets you could use; just plug and play.

I mostly pvp in cyrodiil, but, have spent some time playing deathmatch...
my magplar (transmutation, spell power cure, earthgore) is set up with destro/resto, when I'm in battlegrounds I focus more on just out healing incoming damage, and, try to finish off low health targets...

I use Pirate Skeleton, Overwhelming, and Wizard's Riposte. Works really well, very tanky and does decent damage too. Overwhelming also pulls nightblades out of stealth which is pretty nice. Not really my build, i got it from BreakingBats.
Don't listen to the haters, magplar is a great class for noCP and Battlegrounds.
My advice: go light armor in Bright Throat's Boast and maybe start with some defensive gear like Pariah and Bloodspawn. Learn to survive tanky, then once you feel comfortable you can drop the defensive set for damage. Also definitely check out that Phalanx thread.
