When I had a GTX 750 (about 1/10th of your 1080 Ti), I was still getting 30-60 fps at 1920x1080. A lot of ESO is CPU bound, though your CPU's a lot better than mine as well.
Heals in Cyrodiil are nerfed 50% by battle spirit, same as damage. Players can reduce it further with defile or the siphoner CP.
Then getting locked up and killed in PvP can seem like a glitch if you play in 1st person instead of 3rd. First-person doesn't communicate status effects well, so maybe you need to break free, but all you see is that your controls are locked.
I can't speak for battlegrounds though. I've avoided those so far.

Ah thank you man! turns out Lag never was the problem it's just battle spirit... stupid no one ever thought of it. Btw could you make me a Big Mac with fries and coca-cola since I figured you work at Mac Donald's or something.
It just makes me sad because Cyrodiil is an awesome place to spend your time in, the lagg is very bad and over the years it hasn't improved. After 4 years I sometimes still ask myself, why do I still play? Why do I have hope that one day lagg will be over?
For me as a working person, I don't get to enjoy ESO monday - friday as prime time is junk. Only in the weekends I get to enjoy quality CP PvP in the mornings till 2pm when the lagg starts and the fun is over.
Problem is not the devs, I'm sure of that, they are dedicated towards their game and love what they created. There is just some boss above them that says cash first.

What are you playing on? On pc na, my que for bgs is usually 1 min.
Let me guess, your playing on vivec. Its a massively populated zone. When you get that many players in on spot, there a lot to calculate and you will have lag. Im not sure why guilds arent migrating to shor.
Other issues, such as load screen I agree on, or movement bugs

some of you must be blind to no see what's happening on EU server really... this is not about pvp anymore. Sometimes we can't even do dungeons because of the lag, dungeon finder doesn't work alot of times, BG queue is broken too etc
