It is less complicated to just uninstall and re-install.
If you are using windows when you install something it is going to be configured to run from that location that you installed it too. If you just move it, the configuration is not going to change and when you go to run the program it is not going to find it.
Some applications, the more simple ones can just me moved. Then you just launch it from the folder you moved it. ESO more than likely is not going to play nice if you just move it. I am sure there are registry entries as well that are tied to the original location of the install.
If you do not want to re-install. Just move it. Make a new shortcut and see if it works. My experience with PC games tells me that this does not work all the time and it is just easier/safer in the long run to uninstall/re-install.
Maybe someone who has moved the application on PC can step in and enlighten us further. I work with software everyday and some programs just have to be uninstalled /re-installed. Some can be moved.
My advice is to just uninstall and the re-install the game to the new location. You would insure all registry entries and configurations are setup with the new location provided. Might take longer but you are going to have a better experience.
If you are PC, you will need to just re-install on the drive. If you are XBOX you can manage the application and move it. If you are PS, I am sorry.

If remember correct some people have been able to get around with moving that they start new install to new location once it started and created at least registry information and directory structure you can copy from the old location. After that you run repair and you might get away without downloading all again.
I've always been able to just move/copy the game folder to the differnet drive and run repair from the launcher. If moving to a different computer you may also want to copy Documents\Elder Scrolls Online for the configs and other folders. You may want to run a registry scrubber after.

This has worked for me in the past, copy everything and then start the launcher manually from the ESO folder and run repair.
