Why do NPC nightblades always lead with teleport strike

In PVE, I hate how nightblade NPCs seem to instantly hit with teleport strike, regardless of what they are hit with first. I could Werewolf Pounce on them from 50ft away before they are aggroed and they hit me with the strike as soon as i land, stunning me. Seriously, WTH.

Also, the DK chains are supposed to stun on the pull and I regularly have NPCs instantly begin a heavy strike while stunned. What gives?

DK chains stun?

I dont really use them but i cant remember that they stun your target at all. Its just a pull.

My bad, they don't stun. For some reason I do sometimes get a stun on a target when pulling them, but they still go into a heavy attack charge up while stunned.
