The Helm can be acquired from Tempest Island which is part of the base game and located in Malabal Tor. The Helm is guaranteed to drop from the final boss in veteran mode only. The weight and trait are RNG based.
You have to run it on Vet to get the helm, yes. You can't get it from normal. Vet isn't too bad, but the last boss is tough on hard mode.

Nope. It spawns on the enemy’s original location. Very easy to sidestep in PVP, and only useful in PVE, imo.

They don't. Was there just two days ago and rezing my group up was just about impossible on HM even with the pots. The wind just shoves you around regardless.
The reason why so many pug groups wipe on the last boss at Tempest Island is that so many players love to fight from range & on this boss you have to stand in melee range or the boss will charge & one shot you. You have to ALL stand in close & watch for the ground AOE to start.. as soon as it starts.. everyone needs to get out of it... as soon as it passes...everyone needs to get back in melee range before the boss is ready to charge. The wind buffets can make movement difficult so you have to be ready on the break-free / dodge roll.

If you haven't done these preparations already:
- make sure to have the ground aoe indicator on, so you can see where to stand when the final boss does her melee aoe, you need to stand just outside of it - if you go too far from it, she'll one shot you with the gap closer move.
- use 3rd person view and zoom it out as far as you can, so you can see the tiny tornadoes better.

I noticed that blue circle in the YouTube Vide. OMG, I can't believe all the things I've been missing.
Unless that is the same as the red circle I always see.
