Can hear others in guild chat, but not a single specific person

I can hear everyone in guild chat besides one, specific person. Everyone else in chat can hear them, though. It could be they blocked me, but I thought when that happens, you can hear them and they can't hear you. I dont have anyone blocked on my game.
