ESO subscription mode...

I am a returning player the has not played since I lost emperor years ago… if I come back and use the subscription model, will I be able to download all of the expansions for free persei since I'm a subscriber? Or do I have to purchase them all?

In an attempt to squeeze even more money out of its dwindling core player base, ESO engaged in the most spectacular semantic shenanigans I've ever seen in a game and re-titled one of its DLC every year as a "chapter". Because only "DLC" are included in ESO Plus (the subscription).

They recently added Morrowind - the "chapter" from two years ago to ESO Plus. So you wouldn't have to buy that if you subscribed. But subscribing wouldn't give you Summerset or the upcoming Elswyr.

Depends on what you already own, how much effort you've already invested in the game and if you're willing / happy to start from scratch.

Eg. if you've bought any limited time only mounts or costumes, the only way to get those now is with crown gems and wait for the right crown crates to cycle back. Which could take a long time. Plus not all previously limited time mounts have gone into crates.

All DLC (excluding chapters) come with the ESO subscription.

You have to purchase the chapters but get access to the DLC's in the subscription. If you prepurchase Elsweyr it will give you access to the base game, Summerset chapter and Morrwind DLC. Otherwise you will need to buy the base game and Summerset upgrade. Morrowind is now a DLC as well so it would be accessible with ESO+.
