Additional incentives in Cyrodiil; increased resources from delve nodes, a new currency/telvar from Cyrodiil dolmens and delve bosses, a few PD's would be cool too. Some crazy Daedric world bosses coming from the IC bridges that are announced in the zone messages.
Naturally all this comes after performance but I do think making cyrodiil attractive in more aspects then just pvp could attract a whole new crowd to the zone.

Yeah the delves are really forgotten. The new outpost crack me up also, they almost next to useless.
What is that one thing you would love for pvp. Don't matter how outlandish that's why they called pipe dreams.
Mine is a "siege" type mode where two factions try to conquer the city of another. So say ad another ep have to siege a separate pvp instance of stormhaven and take over the city
My pipe dream for pvp, full FFA zone. Maybe if the sewers campaign is popular they can add an undersewers FFA zone. Sometimes an ignore button isn’t enough.
Faction pvp games are great, but typically people within a faction start hating each other more then the other side. MMOs don’t draw the best adjusted people.

Perhaps actually finding resources, contributions. Get rid of the ease of travel, make tactics important, Collision Detection.
Getting rid of campaigns and just making it one zone. Never like campaigns.. Then making ESO seamless.
I'm not a fan of the separation cuz it inconveniences someone.

Yeah adding objectives like a "supply convoy" that need s to be captured for points and what not would be awesome. It would help spread and give small groups an objective other than "sit in tower".
Not sure if the server could handle it but it would be really cool

How about pvp without name tags. This would help the massive problem with "oh I know him I can't attack"
