Issue with installing addons

Using minion here. My Steam and game are on my E drive, my Documents folder is on my C drive. I had to show Minion where my addons should go, then used it to install the addons I wanted. They do not show up in game.
I had some sort of issue like this almost a year and a half ago when I first started playing the game., and having just returned I can't believe I am experiencing it yet again.
