I think this should be changed to work as a skin instead of memento.

It can't be. It reskins everything you are wearing in addition to your base character model. It's somewhere in between a skin and a polymorph so it is a momento.

I wouldn't mind a new permanent effect slot on your characters. These long lasting mementos could go there.

This is the problem of re-releasing crates

There is also the problem that no permanent effect makes your character transparent. I'm assuming that there is a reason for it.

Yet the frost atronach version is and works well..
