Keep in mind that Elsweyr only includes Morrowind and Summerset if you pre-purchase. It does grant you immediate access to Morrowind and Summerset though.
Also I wouldn't bet on Summerset becoming a DLC (like Morrowind, which is in fact included in ESO+ now but not the Warden!). Morrowind had core features moved to the base game, namely Battlegrounds, and it's less likely that Jewelry Crafting will follow in the same fashion.
The cheapest option for you would be to pre-purchase Elsweyr and then get ESO+. With the crowns you get from that you should/could unlock the DLCs so that eventually ESO+ won't be mandatory for you anymore to play DLC content.
The guilds and glory DLC pack contains Thieves Guild, Dark Brotherhood, Orsinium and Imperial City all at 55% off (4500 crowns).
The dungeon DLCs shouldn't be your highest priority unless they have sets or cosmetics you can't go without.
If you play through the main quest of Morrowind, keep in mind that Clockwork City continues that story which then leads into Summerset.

Elsweyr unlocks Morrowind and Summerset. Think old chapters also get bundled into ESO+ to as Morrowind is
If you buy the upcoming Elsweyr chapter, you can get it bundled with Morrowind and Summerset, or, you don't even need to do that, because since you're getting ESO plus, when Elsweyr comes out, Summerset will probably be made into a DLC just like Morrowind was when Summerset was released, so ESO plus will give you access to both of those too regardless.
So all you need to do is buy the Elsweyr chapter upgrade and ESO Plus and you'll have access to everything.

Everyone...please see this picture to see what each version comes with. Only the packages that have the base game get Morrowind and Summerset.
If you already own the game, are already playing ESO...you will be getting an UPGRADE. The upgrades do NOT come with Morrowind and Summerset.

@Robo_Hobo no you don’t. the UPGRADES (if you already have the game) do NOT include Morrowind and Summerset and are NOT bundled.
If you are making a NEW account and get the Standard Eldsweyr or Elsweyr CE (not upgrades these include base game) only new accounts get the bundle.
