How to unlock Vvardenfell dailies?

I have done Vivec's story quests a long time ago with my main char, but now I am playing with a friend who is new to Vvardenfell, and to quest more together, I am using an alt that hasn't done the quests as well. My friend wants to do the daily quests for tickets because she wants the indrik mount, and needs just a few for the last feather.
So the question is, how long into the main quest do we have to play in order to unlock these dailies? BTW, yesterday we unlocked the Ashlander quests, and to our surprise, those do not reward tickets (they do give 2x bags though). We want to enjoy the story line, because until now we did certain quest chains together, like Heart of a Telvanni, Veya's story, which were great, and would be a shame to rush this one just to unlock some daily quests.
Is there someone who unlocked them recently? We picked up Divine Conundrum, did the crypt part, and next we need to visit Vivec City. What is next?
P.S. I think it is a poor move from ZOS to make an event around Vvardenfell dailies locked behind story quests. I love story quests, that's why I am saying, if you do this, people will rush the quests to unlock those who give the event rewards. Orsinium, Gold Coast, Clockwork city, etc, have dailies which can be picked up right away. In Vvardenfell we spent maybe 30 minutes in the maze pyramid city trying to figure out how to do these quests, then more time searching the internet. To the veteran players, I am trying to explain all this from a new player's perspective. It is quite confusing as a new player in Vvardenfell to figure out how to do the dailies. Thanks
