You have to do some quests to help Vivec first (not many takes less than 15 min if you skip dialogue) and then an arrow will appear over a Wanted Poster in front of the Hall of Justice.#FiteForYourRite Bosmer = Stealth

Vivec City on the wall between the 2 bridges and the steps up toward the palace, on a poster
You will need to have done a few quests, that more or less get you there, first (3 iirc)
