I'm not much of an Asian MMO or Naruto fan, but a quick google search made it seem like those styles you mentioned would not quite suit the general aesthetic of ESO lore and cultures, so I'm not sure I'd like them to add too many Asian-inspired styles.

That said, there are some currently ingame, including the Akaviri, the Tsaesci and the upcoming Honor Guard styles (as well as some Celestial and Yokudan pieces). The face mask style hoods of Breton, Assassin's League, Dark Brotherhood, Outlaw and Thieves Guild also have a similar possibility, and you can find a simple leather and circlet or the golden brow wing in Major Adornments to help recreate an Asian look. There are also many Khajiit and Orc costumes with Asian patterns that you could perhaps dye to look like the akatsuki clothes you mention?

One day they might add some Akaviri-related content that would give them the opportunity to create more Asian-inspired outfits and motifs, until then, I'm sure you can find something you like among currently available options.

I enjoy some Animu as much as the next weeb, but Elder Scrolls already has the Tsaesci. We can't go full Weeaboo.
