For notable homes, a working wayshrine would be a great addition. Something either in a crownstore, or something that can be crafted?

They're free to get to. At least the ones you own.
Pretty sure ZOS would frown upon losing the gold sink of porting out ... I wouldn't get your hopes up on that.
