A Hybrid race is one that is equally tuned to be able to perform any of the roles within this game. For example it can be equally good at tanking/dps/healing without a restriction leaning towards either Stamina or Magicka. It can also use any weapon or action without an advantage tuned somewhere else. For example switching a top level character from healing (magicka) to melee DPS (stamina) would have no drawbacks within the race chosen. Let's say the passive is "1000 stamina + 1000 magicka" for simplicity.
A Specialized race is leaning towards a certain affinity. Be it tanking/dps/healing or towards an advantage in stamina or magicka. It may also be encouraged to either be melee, staff or bow user. For example switching a top level character from healing (magicka) to melee DPS (stamina) would result in having passives which bring almost no direct benefit to the new play style. Lets say the passive is "+2000 Magicka" for simplicity.
In this game specifically which one do you prefer to be the case for achieving racial passives balance? All races to be hybrid and equally capable of any role and focus or do you think certain groups of races should be good at tanking, others at healing, damage, melee, ranged? This is assuming they are all equal in terms of what they're good at across the board.
Please keep in mind this is ignoring current state of the passives, it is merely a gauge to understand what the overall preference is for how the racial balance should be designed in your opinion.
Just to illustrate:
The current PTS hybrid races are: Dark Elf, Khajit. Specialized: every other race.
