Tying to clear this place in Crgalorn but this particular boss doesn't seem to work.

Ive killed the three little bosses that are supposed to activate him

I think you need the quest for that

If I remember correctly, zvavi is right.

You need to deal with the boss as part of the main Craglorn Quest line.
