As previously said Morrowind and Summerset are chapters, these were released as larger updates which you had to buy outside the Crown Store.
During Summerset's release Morrowind was downgraded to a DLC and broken into parts you could buy individually from the Crown Store.
Players with an active ESO+ will get access to all DLC but not expansions. Otherwise you need to buy each expansion individually for crowns in the Crown Store. There are various game versions which have some of these included.

So a membership and buying Summerset will get me access to everything? The main things I'm wanting are Morrowind and Wardens.

One other thing of note in case you ever need to know if you play on PC.
Chapters on PC work on both NA and EU servers, purchased DLCs and ESO+ only works on the server you purchase it for.
